Travel and relocation require different planning, but the distinction is not based on duration alone.
“Holiday” and “permanent move” describe your life. Border law may instead ask about ownership, resale, owner accompaniment, number of animals, direction and transport mode.

Is ownership changing?
Sale, adoption, rescue or transfer can move the animal outside a personal non-commercial pathway even when the journey looks like a family trip.
When does the owner travel?
Some systems distinguish the same journey, a narrow time window, a longer separation or no owner travel. The permitted number of pets may also matter.
How is the pet booked?
Cabin, checked baggage, manifested cargo and private charter are transport modes. They do not by themselves decide the legal purpose.
Must the pet come back?
A holiday creates a second import process. Export from A, entry into B, export from B and re-entry into A are four separate sets of requirements.
