A verified veterinary network. An anonymous public reporting channel. AI triage that filters signal from noise. Every credible case reaches the right authority in your jurisdiction.
Animal abuse is one of those quiet harms that loses a race against attention. Vets see it first but have no safe outlet. Industry workers see it daily but fear retaliation. Authorities are under-resourced and rely on credible, well-documented tips.
Peqaboo's position — at the intersection of a clinical platform, a pet owner community, and a technical team — lets us close the gap. We turn fragmented suspicion into structured, authority-ready case files.
Someone has to. We build the channel so the people closest can do it without risk.
AI triages so humans can focus on the cases that matter. We do not replace investigators.
Both feed a single Peqaboo Safeguarding queue reviewed by a dedicated human team.
Licensed vets on Vetsheet (our clinical platform) can file a one-tap Non-Accidental Injury report from the patient case screen. The form auto-attaches pet, owner, and visit history. The vet's identity is protected throughout.
See vet featurePet industry insiders — shop staff, breeder workers, cleaners, boarding facility staff — can report violations anonymously through a public form. No login. No tracking pixel. Optional encrypted contact for follow-up.
Submit anonymous reportFrom a vet on Vetsheet, or anonymously from peqaboo.com/whistleblower. Evidence (photos, observations, business details) attached.
Within seconds, a model scores credibility, severity, false-positive risk; tags indicators (patterned injury, owner-explanation inconsistency, clinic-shopping pattern, unlicensed operation, etc.); buckets the case for the human queue.
A trained reviewer reads every flagged case. Low-confidence ones are clarified or monitored. High-confidence ones move to escalation prep.
For escalation, we generate a structured case file in the language of the receiving authority — Cantonese / written Chinese for HK and Taiwan, Japanese for Japan, Korean for Korea, English otherwise. Includes clinical reasoning and evidence index.
Sent to the appropriate authority for the case's jurisdiction. We follow up to confirm receipt. Authorities can request submitter identity only through formal written process.

Nothing is auto-forwarded to authorities. AI triages and a human admin decides escalation. False positives ruin innocent lives; we treat that with weight.
Vet identity is stored as an audit-only field. Whistleblower contact channels are AES-256-GCM encrypted with decryption gated by audited admin action. We do not log IP addresses; we hash them for rate-limiting only.
No business is publicly listed based on accusations alone. Public registry entries appear only after a conviction or formal authority finding.
Animal welfare law is jurisdiction-specific. We maintain a regional authority registry and generate localized case files in the appropriate language for the right office.
Safeguarding reports route to the designated authority in your region. This list is current as of today.
Yes. Peqaboo Safeguarding is multi-jurisdiction. We currently route to authorities across Hong Kong, Taiwan, Japan, Korea, Singapore, Malaysia, USA, UK, and Australia, with more added as we expand. If your region is not yet listed, the case is still triaged and held for our team to forward through general channels.
For the whistleblower channel: no account required, no email demanded, no tracking pixel. Optional contact details are encrypted at rest with AES-256-GCM. Decryption requires explicit admin action that is logged to an immutable audit trail. For the vet channel: identity is stored only as an audit-only field never returned in the admin queue UI.
Within seconds, an AI triage model scores credibility, severity, and false-positive risk, then buckets the case for human admin review. A human reviews every flagged case. Low-confidence reports are monitored or clarified. High-confidence reports with evidence go through a case-file generation step before being sent to the appropriate authority for your jurisdiction.
Good-faith reports that do not stand up to review are not penalized. Our triage is conservative — false positives are scored explicitly. Malicious or repeat-spam reports may be rate-limited or disregarded.
Only when the case clearly involves criminal cruelty under your jurisdiction's law, and after human admin review. Most cases route to the relevant welfare authority or NGO first.
No. We do not share submitter identity with the business. Case files forwarded to authorities also withhold identity unless legally compelled by a properly issued formal request.
Safeguarding is part of Peqaboo's mission infrastructure — built into the same backend, but operationally independent. Reports do not appear in pet owner timelines or social feeds. They are handled by a dedicated team.
You don't need to be a vet, a lawyer, or an investigator. You just need to tell us what you saw. We'll do the rest.
