Turtles do not get dandruff. They shed, and they do it in two separate ways: thin keratin plates lift off the shell, and small pale flakes come off the skin of the neck and legs.

Why shell and skin behave differently

The shell is not a shield the turtle wears. It is part of the skeleton, made of fused bone plates covered by keratin scutes, with blood supply and nerves running through it.

As the bone underneath grows, the keratin covering has to be replaced. Aquatic species do this by forming a new scute beneath the old one and letting the old layer lift away. The shed piece is thin and translucent because it is only the outermost layer.

Many land turtles and tortoises do not shed scutes this way at all. They add growth rings at the edges instead, which is why a tortoise shell shows growth lines and an aquatic turtle shell does not.

Skin sheds separately, in patches, much like any other reptile. In water those patches float free, which is why owners often notice them in the filter rather than on the animal.

The vulnerability is at the junction between all of this and constant moisture. Keratin that never dries stays soft and permeable, and soft permeable keratin lets bacteria and fungi reach the bone.

That is the mechanism behind almost all shell disease, and it is why a properly dry basking site matters more than any product.

What normal shedding looks like

Scutes lift from one edge and come away as a single thin sheet. Hold one up and you should be able to see through it.

The shell revealed underneath is smooth, evenly coloured, and hard. There is no pit, no soft spot, and no smell.

Skin flakes are small, whitish, and come away without leaving raw tissue. Some turtles look slightly scruffy around the neck for a few days and then look normal again.

Shedding is gradual. Whole-shell shedding all at once is not how healthy turtles do it, and a sudden mass shed usually means the water quality or temperature has changed.

The turtle continues eating, basking, and swimming normally throughout.

Changes that mean act

A shell that flexes under gentle pressure.

In a growing turtle this suggests inadequate calcium, inadequate UVB, or a diet that does not support bone formation. It is a metabolic problem and progresses if left.

Patches that regrow after cleaning.

Surface fungal or bacterial growth returns because the conditions that allowed it are still there. Look at basking dryness and water quality before looking at treatments.

Pits, craters, or scutes lifting with material trapped underneath.

This is ulcerative shell disease reaching the layers beneath the keratin. It needs veterinary debridement, not home cleaning.

A smell.

A healthy shell does not smell. A foul odour indicates tissue breakdown.

Old scutes that fail to release trap moisture and debris against the shell, which is a direct route into shell disease. It often accompanies poor water quality or an inadequate basking site.

What never to do

Do not brush or scrub a turtle as a grooming routine. There is no reason to, and abrasion damages the keratin surface.

Do not peel, lift, or trim scutes.

Do not apply household disinfectants, bleach, hydrogen peroxide, or human antifungal creams. Several are directly harmful, and covering a shell lesion with an ointment traps infection underneath.

Do not treat a soft shell with a shell conditioner. Softness is a bone problem, and no surface product addresses it.

Do not assume more frequent water changes alone will fix shell disease. Without a dry basking option, the shell stays permanently wet regardless of how clean the water is.

Do not sand, file, or paint a shell. Painting a shell blocks UVB and gas exchange and is harmful.

My turtle's shell is peeling in clear sheets. Is it sick?
Almost certainly not. Thin, translucent scutes lifting cleanly and leaving smooth hard shell underneath is normal growth in aquatic species. Check that the shell revealed is smooth and hard, and leave the process alone.
Should I help a stuck scute come off?
No. A scute that resists is still attached to living tissue. Improve basking dryness and water quality and let it release on its own. If scutes are repeatedly retained, that itself is the sign to see a vet.
Why does my turtle have white patches only on the underside?
The plastron sits against damp surfaces most of the time and often shows problems first. Check that the basking area lets the underside dry too, since a platform that only dries the top of the shell is a common oversight.
Is a soft shell in a hatchling normal?
Very young turtles have a shell that is not yet fully hardened, so some flexibility can be expected early on. Persistent softness, softness in an older animal, or softness with poor growth needs a reptile vet, since it points to a UVB or calcium problem.

See a reptile-experienced veterinarian this week for a soft or flexible shell, patches that keep returning, retained scutes, or any pitting.

Go the same day for a foul smell, weeping or bleeding lesions, exposed bone, swelling, or a turtle that has stopped eating or basking.

Bring your water test results, water and basking temperatures, the UVB lamp type and its age, the diet, the tank or enclosure dimensions, and clear photographs of the dry shell from above and below.

Shell disease is slow to heal because bone heals slowly. Catching it while it is still a surface problem is the difference between a husbandry correction and months of veterinary treatment.
