Parrot cold exposure: the chilled bird, the sick bird that looks the same, and safe rewarming
Fluffing is a thermoregulatory action, not a diagnosis, and it is the same posture a bird uses when it is ill, which is why warming a sick parrot and waiting costs owners the days that mattered. This explains how a bird actually loses heat, the one-hour test that separates cold from illness, what cold looks like as it progresses, and how to rewarm without the heaters, hairdryers and coated appliances that kill birds faster than the cold does.

Quick answer

A comfortable bird holds its feathers close to the body, stands on both feet, and stays interested in the room. This is the baseline you are comparing against.
Healthy, dry, well-fed parrots that are used to their surroundings cope with a much wider temperature range than most owners think. What harms them is not a number on a thermometer. It is a draught, wet feathers, an abrupt change, or a bird that was already unwell before it got cold.
That last one is the important one. A fluffed-up, quiet parrot in a warm room is a sick bird until proven otherwise, and treating it as a cold bird is how owners lose two days that mattered.

Never use a non-stick coated appliance anywhere in the house to warm a bird or a room, and never run an unflued gas, paraffin or kerosene heater in a room with a parrot.
Polytetrafluoroethylene and related coatings release fumes when overheated that destroy avian lung tissue within minutes. Coated space heaters, coated heat lamps, hairdryers, oven self-clean cycles and coated pans left on a hob during a cold snap have all killed birds. The bird can die before anyone smells anything, and there is often no treatment once the exposure has happened.
Unflued combustion heaters produce carbon monoxide and nitrogen dioxide. Birds have an extremely efficient respiratory system with air sacs and one-way flow, which means they extract more of whatever is in the air than a mammal does, and they succumb long before people in the same room feel unwell.
If a bird collapses when a heater is switched on, get it into fresh air immediately, ventilate the room, and go to an emergency vet.

What cold actually does to a bird
The insulation is air, not fat.
A parrot's warmth comes from the layer of still air held between the down and the contour feathers. Raising the feathers thickens that layer, which is what fluffing is for. Flattening them thins it, which is how a bird sheds heat.
Anything that destroys the still-air layer removes most of the insulation at once. Water is the obvious one. A soaked bird has effectively no insulation, and evaporation actively pulls heat out. Wind does the same thing by replacing the warm air before it can do its job, which is why a draught at 18 degrees is more dangerous than still air several degrees cooler.
Size decides how much time you have.
Heat loss scales with surface area and heat production with mass, so small birds lose heat disproportionately fast and carry much smaller energy reserves. A cockatiel, budgerigar, lovebird or parrotlet that stops eating can be in trouble within hours. A large macaw or cockatoo has considerably more buffer, which is a reason for false reassurance when a small bird in the same house is in real danger.
Warming up costs fuel.
A bird raises its heat production by shivering and by burning fat. Both need substrate. This is why cold and not eating are so dangerous together, and why a bird that is unwell, off its food and then chilled deteriorates far faster than a healthy bird in the same room.
It also means the correct response to a cold snap in a well bird is more food, not less. Birds increase intake substantially in cold weather, and that is normal and desirable.
Four routes of loss, and three of them are invisible.
Radiation is the one owners miss. A large window at night behaves as a cold surface that a bird radiates heat toward, even when the room air is warm. A cage against an external wall or in front of glass loses heat continuously.
Conduction happens through metal perches and cage bars, which is one reason natural wood perches are worth having.
Convection is the draught, and it is the most common single mistake: a cage on the line between a door and a window, or in the path of an air-conditioning outlet.
Evaporation is the bath, the misting bottle, and the water bowl a bird has been playing in.

Glass is the problem people do not see. A perch this close to a large window is warm in the afternoon sun and a radiant heat sink after dark, and it is often in the draught line too.
The fluffed bird: the differential that matters most
More parrots are harmed by this confusion than by cold itself, so it is worth going through properly.
A fluffed, quiet bird at a comfortable room temperature is showing the general sick-bird posture. Birds hide illness because visible weakness attracts predators, and by the time the posture appears the bird has usually been unwell for some time.
Cold.
Fluffed, but still bright, still interested, still eating, and it un-fluffs within the hour once warm. Usually there is an obvious cause: a window left open, a power cut, a draught, a bath late in a cold evening.
Any infection or systemic illness.
Fluffed regardless of temperature, and it stays fluffed when warmed. Often with quieter vocalisation, sleeping during the day, and a change in droppings.
Aspergillosis.
A fungal lung infection that develops quietly over weeks. Voice change, exercise intolerance, tail bobbing with each breath, and a bird that is off colour without an obvious cause. Cold and damp housing is a risk factor, so it and cold exposure can present together.
Hypoglycaemia.
Weakness, fluffing, sometimes tremor or ataxia. Common in a small bird that has not eaten, and it makes hypothermia worse in a loop.
Egg binding.
A hen sitting fluffed and low, often on the cage floor, straining, sometimes with a wide stance or a swollen abdomen. This is time critical and does not wait for anything else to be excluded.
Pain.
Fluffed and still, from a fracture, an abdominal problem, or gout in the feet. A bird that has stopped using one foot deserves particular attention.
Toxin exposure.
Heavy metal from cage or toy components causes weakness, neurological signs and changed droppings. Fume exposure causes acute respiratory distress rather than a slow fluff.
Normal.
A bird settling for the night, fluffed with one foot up and the head turned back into the shoulder feathers, is comfortable and asleep. Context and time of day separate this from everything above.
The practical rule is the one worth memorising: if the bird is still fluffed after it has been warm, dry and undisturbed for an hour, it is not a temperature problem.
Staging: what cold looks like as it progresses
Compensating.
Feathers raised, body drawn in, one foot tucked up into the belly feathers, head turned back. The bird moves to the warmest part of the cage and stays there. It eats more than usual. It is still alert and still responds to you.
At this stage the bird is managing. Fix the environment and it recovers with no consequence.
Struggling.
Fluffed continuously rather than intermittently. Visible shivering, which in a bird looks like a fine tremor through the chest and tail rather than the obvious shaking of a mammal. Reduced vocalisation. Sitting low with the tail down. Reluctance to move.
Droppings become fewer and drier if intake has fallen.
Decompensating.
Sitting on the cage floor. Eyes half closed or closed. Head down. Unable to grip the perch. Cold feet and cold beak on gentle contact. Breathing becomes slow or laboured.
This is a genuine emergency, and it also means something else is probably wrong, because a healthy adult parrot in a house does not reach this stage from room temperature alone.
Variation that changes the answer
Species origin.
Do not treat "parrot" as one climate. Budgerigars and cockatiels come from arid inland Australia, where nights can be very cold, and they tolerate a good deal. Monk parakeets survive genuine winters as feral populations in Europe and North America. Patagonian conures come from a temperate, windy range.
At the other end, lorikeets, eclectus, hanging parrots and many Amazons come from lowland tropical forest with very little annual variation and much less tolerance for cold, damp conditions.
Acclimatisation.
A bird that experiences gradual seasonal change adjusts its plumage density and metabolism, and generally does better for it. A bird kept year-round at constant indoor warmth has made none of those adjustments, so the same temperature that an aviary bird ignores can chill it badly.
The hazard is the abrupt change, not the cool temperature. Move birds between indoor and outdoor housing over weeks, in the right direction for the season, not in one afternoon.
Feather condition.
A bird part way through a heavy moult, with open patches and blood feathers, has a compromised coat. So does a feather-destructive bird with a bare chest, and a bird with beak and feather disease may have almost no functional insulation at all. These birds need a warmer, more stable environment as a permanent arrangement, not just during a cold snap.
Age and health.
Unfeathered and part-feathered chicks cannot thermoregulate and are entirely dependent on the environment. Seniors, and birds with heart, liver or respiratory disease, have less reserve and less ability to raise heat production.
Housing.
Outdoor aviary birds in temperate regions need frost planning: a sheltered, draught-proof, dry night section, protection from wind on the prevailing side, and a check that water has not frozen. Wind protection matters more than raw temperature.
Region.
In tropical and subtropical regions the risk is the rare cold snap arriving in a house with no heating at all. Plan for it in advance, because that is exactly when people improvise with dangerous heat sources. In temperate regions the risk is the power cut, and in both the danger during the event is usually the heater rather than the cold.
Rewarming safely
Gradual, with an escape route, and never contact heat against a bird that cannot move away.
Move the bird, not the house.
Take the bird to the warmest, stillest, most insulated room. A small room warms faster and holds heat better than a large one.
Use a smaller space.
A covered travel carrier holds heat far better than a large cage. For a genuinely chilled bird, a carrier with a towel over most of it, in a warm room, is often all the intervention needed.
Leave a clear opening for ventilation. A fully sealed cover traps humidity and any combustion products in the room.
Heat one end only.
Any heat source must be positioned so the bird can move away from it. A bird that cannot escape a heat source will overheat, and overheating is easier to cause than owners expect.
Safe heat sources.
A thermostatically controlled, purpose-made avian heat panel or ceramic emitter mounted outside the cage and out of beak reach. Warm the room with a conventional sealed radiator or a flued heating system.
A hand-warm covered heat pad under half of a carrier floor, wrapped so it is never in direct contact with skin, is reasonable for transport.
Unsafe heat sources.
Hairdryers, non-stick coated heaters and lamps, oven self-clean cycles, unflued gas or paraffin heaters, open flames, uncovered heat mats, and hot water bottles placed against a collapsed bird. A bird that cannot move away from contact heat burns without struggling.
Offer fuel.
Put familiar food within easy reach at perch level. Warm, soft versions of foods the bird already knows and takes readily are more likely to be eaten. Warm liquids in a dish are fine.
Never syringe fluid or food into the mouth of a weak or collapsed bird. Birds aspirate easily, and aspiration pneumonia is often what kills a bird that survived the original problem. Crop feeding is a veterinary procedure with a real technique behind it.
Do not bathe, mist or wet the bird.
Even lukewarm water increases evaporative loss and the stress of restraint costs energy the bird does not have.
Know when to stop and travel.
A bird that is on the floor, unable to perch, or unresponsive needs a vet, not another hour of warming at home. Warm the carrier first, then move the bird, then drive.

The weekly weight is what tells you a bird is coping. Cold weather normally means eating more and holding weight. A bird that eats more and still loses weight, or eats less in the cold, has a problem beyond the temperature.
The routine that prevents it
What never to do
Do not assume a fluffed bird is cold.
Do not use anything with a non-stick coating, anywhere in the home, to warm a bird or a room.
Do not run an unflued gas, paraffin or kerosene heater in the same air space as a parrot.
Do not place a heat source where the bird cannot move away from it, and do not put contact heat against a bird that cannot move.
Do not put liquid or food into the mouth of a weak bird.
Do not cover a cage completely with no ventilation gap.
Do not bathe or mist a bird in a cold, draughty room, or late in the day in winter.
Do not move an indoor bird to an outdoor aviary at the start of cold weather, or the other way round in a single step.
Nothing in a bottle warms a bird. Supplements, tonics and home remedies given to a chilled or fluffed parrot delay the one thing that helps, which is finding out whether it is cold or ill.

Contact an avian or exotics veterinarian the same day for any of these:
- A bird still fluffed after an hour in a warm, quiet, draught-free room
- Any bird sleeping during the day, or sitting on the cage floor
- Visible shivering, or cold feet and beak
- A hen sitting fluffed and straining, which needs to be seen immediately
- Tail bobbing with each breath, open-mouth breathing, or a change of voice
- Any collapse, particularly after a heater or appliance was switched on
- Weight loss across two or more weekly weighings, whatever the weather
Bring this to the appointment:
- Weekly weights with dates, and today's weight
- The temperature at perch height, and how long the exposure lasted
- Exactly what heat source you used and for how long
- Whether the bird was wet, and whether it had been bathed recently
- When the bird last ate and what the droppings look like now, ideally photographed
- Species, age, sex if known, and whether a hen has been laying
- Any heater, appliance, candle, aerosol or non-stick item used in the house recently
That last item matters more than owners expect. Fume exposure and cold exposure arrive together during cold weather, they look different on presentation, and only you can supply the history that tells them apart.
